Behind all the foolishness are attempts to reduce the "achievement gap", as shown on one of your graphs. Those attempts have been going on since the sixties. They brought us "new math" in the sixties and non phonic based (look-say) reading that tanked reading scores. When I was in grade school in the 70s, I wondered why our math books were so old and worn - from the 50s. Later I realized that the schools refused to use the "new math" ones that were in fashion.

Then George W. Bush decided to impose "No Child Left Behind" on the country. It was insane on its face. Every single kid would have to be tested, and each possible subset of kids would have to meet benchmarks that would increase each year. If I remember right, by 2013 100% of kids would have be proficient at these tests, or the school district would be punished. These subsets included English Language Learners, all racial breakdowns, kids who were poor, kids with various disabilities. They would allow the districts to exclude 1% (!) of kids with cognitive impairments.

As the percentage of kids needing to pass these tests continued to increase (this was after GW Bush was out of office), "waivers" were allowed for states that had rigorous alternatives. Needless to say, all the states were on waivers well before 2013.

Some say the whole plane was a Trojan Horse designed to force states to implement school vouchers. I don't know - I didn't see signs of that. Mostly it just seems he was an idiot liberal, or influenced by an idiot liberal. This is the same guy that started wars in Iraq and Afghanistan with the idea that democracies of the same type enjoyed by Western Europe and the Anglosphere could be replicated anywhere.

Yes, the facts that different races have different average IQs and different religions can lead to different social mores are ugly facts. But they are facts, and ignoring them is leading to civilizational suicide.
